General Context

At the COP26 Climate Summit, Vietnam made a strong commitment to achieving net-zero carbon emissions by 2050. To realize this goal, the government has been actively developing regulatory frameworks and mechanisms.

Notably, Decree No. 06/2022/ND-CP dated January 7, 2022, outlines regulations on greenhouse gas (GHG) emissions reduction and ozone layer protection. This was followed by Decision No. 01/2022/QD-TTg dated January 18, 2022, which specifies the list of sectors and facilities required to conduct GHG inventories.

According to the regulation, 1,912 enterprises across various sectors—including 53 cement companies—must regularly report their greenhouse gas emissions.
